If the FOV is set to 110 (which is for 16:9) and 110 for 4:3, 4:3 WILL have more vertical view, but the sides will be warped. However, the correct FOV for 4:3 is 90, which if that was set correctly, then it would be missing the sides rather than having more vertial resolution.

If you wanted the 16:9 to look like the 4:3 then they'd need to set the FOV to around 130, which would then screw up the edges.
