It'll actually be sold as an expansion, since it'll have retail presence. If they are smart, they'll do like Bethesda did with the Oblivion Expansion and sell a box with both the GTA4 disc and the expansion DLC code - they'll probably call it "GTA4 Game of the Year Edition", "GTA 4 Anniversary Editition" or some other marketable term. On top of selling boxes with just the download code, OFC.
The Forza series is doing that, they are now selling a Gold or whatever edition with the original game + codes for all the content they've released since the game launched.
