So does this mean that they'll release the ps3 version in NA/EU whenever the localization is finished, regardless of whether they're done porting and optimizing the 360 version?

I highly doubt that, given what they said at E3. They'll probably just set a time frame for the port, and schedule to have the localization finished around when the port is finished.

Ultimately, the ps3 version will take longer to come out in North America and Europe than it would have if it weren't for SE working on a port. Or rather, if it weren't for SE's decision to start the port of the 360 version after the ps3 version is finished, while also deciding to release the game simultaneously on both platforms outside of Japan.

That is, of course, unless they somehow manage to port the game in record breaking time. A game that has had one of the longest development cycles in video game history (though obviously falling short of games like Too Human and Duke Nukem Forever).
