Seb Downie has always stressed that there's no plan for splitscreen DLC at the moment. It simply isn't something they can do before launch, as it'd take so much time and manpower that either other aspects of the game would suffer, or else the game would have to be delayed.
GG are great at listening to their fans, though, and if enough people request splitscreen after launch (and I'm sure many will), I have no doubt that GG will add it in if they can via a patch at some point.
