O i agree the potential is certainly there the Cell in PS3 would excell at this sort of image processing work - doing all the stuff you listed like body tracking even doing lip reading and voice recognition and control.
But after 2 years sony dont even have proper support for the relatively simple motion support features of the sixaxis.
So i think there is little or no hope of seeing anything really good being done with the ps3eye - but like you i think it would be a good thing if video capture /image processing was used more in games to provide better interactivity.
