I think a lot of companies are just betting that the format war is going to take a lot longer to sort out than they initially expected and that dual format players will potentially become the player of choice; consider that HD-DVD will still probably stay on shelves until 2009/2010 at the current rate, causing confusion and making people reluctant to choose either format.
If people are going to end up with dual format players then why would it matter which format you choose?
