TLR is turn based.  You select commands and you watch the characters(or in this case, unions) attack the enemies.

BTW, I feel very insulted by the fact that you think that JRPGs with real time battle systems ususally have bad combat.  I am a fan of Kingdom Hearts and Star Ocean(and maybe Tales sooner or later).

 

Kingdom Hearts is horrible.

I haven't played the other one's so I won't judge them, Kingdom Hearts is one of the main reason I hate when JRPG's aren't turn-based.

 

I also hate Kingdom Hearts, I don't know why LOL, the only reason I'm currently playing KH1 is because there will one on the PSP and a possible KH3 on HDconsole, but I might just drop it cuz I feel I'm just forcing myself...

 

but I like Star Ocean, Tales, Dawn of Mana and Shining Series...
