Also, while Bush might have a 20% approval rating, congress has an approval rating even lower. I haven't seen that bandied about too much.

Yes, because we all know that Michael Moore is a champion of fair, unbiased reporting.

And the reason congress has such a low approval rating is because political leanings don't work into their view among the public. If you're the president and you're a Republican, you're bound to get millions of people who will still think you're doing a good job just because you're a Republican, regardless of the job you're doing (the same would be true with a Democrat). Congress has both Democrat and Republican members, and even if it leads towards one side of the political spectrum, people are still voting on the issues rather than political parties.
