It is unlikely that Sony will produce another system like the PS3. Sony is a business and they manufacture Playstations to make a profit which the PS3 is doing a poor job of. The failure of the PS3 to capture a large portion of the current console market or generate software sales comperable to that of the competition means that they will likely change their business model for the PS4.
If the executives at Sony have any business sense then it is likely that the PS4 will only be incrememntally more powerful than the PS3. Additionally, the PS4 will probably feature a similar hardware architecture to the PS3 to simplify the development process for third party developers. Furthermore, many of the PS3's biggest problems stem from the inclusion of the Blu-Ray player so it is unlikely that they will employ radically new hardware components in the PS4.
Advances in the production of components (such as a 22nm Cell) will allow for a system that is both cheaper to manufacture and more powerful. I believe that this is the most likely scenario.
