That's not a general rule for Europe. I think the general rule is this:
The Xbox 360 sells a lot more games than the PS3 per unit
The Xbox 360 has many more units on the market
The Xbox 360 sells way more software world wide than the PS3.
Want to make more money as a dev? Release high end games on the 360. It's very simple.
