there has to be a volume envelope for every audio region. i dont remember whether its enabled by default or not (try right clicking on a region and see whether there is an option for that, or in the options). generally you have to place the mouse cursor to the top of the region at the middle of it, and you should be able to grab the envelope there and pull it down to lower volume.
