No, virtual particles seem to require nothing to start with. They just randomly pop into existence before almost instantaneously being obliterated by its opposite particle (they always appear in pairs).

I don't know if that could explain the start of the universe though, because to me virtual particles only make any sense within space-time (actually they still don't make that much sense there, but anyway).

 

However I have a hunch that the start of the unviverse has something to do with quantum, just because all of the fucked up and confusing physics seems to do with quantum.

 

Also I don't believe in God, I believe in the scientific method. If you want me to believe something firmly do a study using the scientific method and have it peer reviewed.
