Hehe I think we have some international problems of understanding.

In Japan and Taiwan nobody gives tips anywhere. Its not polite and you pay for the service with your bill. Staff will be very friendly anyway.

In the States 15-20% for a waiter is simply necessary and expected part of his pay. Because of that staff is very helpful there too. Not tipping when the service is good is very very rude there. Its ok but a bit annoying.

In Germany tipping is a new thing and generally max. 10%. Nobody will rip your head off for not tipping but its kind of expected now.

So perhaps people from different countries have some understanding problems.
