If you want a serious chance of a relationship, talk to her, try to be her friend and be prepared to wait arround. A lot. Maybe while she dates other people.
If you just want to... do things with her already, then just go up to her and say whatever bullshit comes to mind. Either you'll look completely stupid, or you'll get a date. The greater the risk... well, you get the picture!
But don't pay any atention to what I'm saying, I run away from women and they run away from me. I tried to figger them out. Didn't work. I gave up.
