If it wasn't for the economic power that backs both Alcohol and nicotine I'd say do away with both. The truth is that they don't help anyone and none of these other f'n drugs help anyone here... if used properly these drugs can be useful medicinally, but just smoking so much weed you look like a person with severe nerve damage isn't useful. Personally if I was in power... I'd have you killed for a 3rd offense as a drug user... no matter what the drug was... if used in an inappropriate way. That goes for everyone... even p diddy and Brett Farve
