I personally like the new health system (regenerating), finding health packs was such a pain in the ass in the first game (note: played on hardest difficulty).
I did less running and gunning in that game than I did in CoD4 because I was always sitting behind a box/wall on the last bar of health waiting for it to regenerate before I did a runner and backtracked to the last health pack I could remember.
I'm not saying one system is better than another, but for the way I usually play FPS, regenerating health is better than the health bar system in R1 (for me).
But if it's true what you say (that you can't take much damage before you're down), then that sucks, because isn't Hale meant to be a badass? What I liked about Halo 3 was the shield + regenerating health, because at least you knew when to pull out (CoD4 is sort of the same, except you don't get as much of a warning).
But that 2 weapon system sucksssss, especially for a series who's biggest draw was the weapons (talking R1 here, haven't played R2). I've also heard about the "you die and respawn at a different checkpoint with a different gun in hand that's better for the situation" thing insomniac did. That sucks. Aside from the break in continuity (and immersion), I get the feeling it tones down the difficulty factor as well.
Still, I'm going to buy this game, just over 2 weeks to go.
