I would say with the increase in 360-only exclusivity (it's happening, MS knows about the "it'll turn up on PC anyway" excuse), it may be worth buying it (if you're worried about that sort of thing).
Personally, I'd wait it out, because whilst 360 will get exclusive titles, it's not like there won't be 360/PC exclusives anymore, so you're sister would only be missing out on some titles.
But if you must buy now, I'm going to say no, we don't know enough about what's going solely to the 360 next year to warrant a purchase if the exclusive games it has now wasn't enough for you to make a decision
