I don't think Legendary will be seen as a sales flop because the game didn't get that much hype anyway.  If it did, the review scores would have been up their with Lair and Haze(they didn't get great reviews).

 

If you consider how much it probably cost to make Legendary, the amount of money they will lose is huge. Flop for Gamecock.
