If TGS attendees are anything to go by, definitely higher.  From Wired.com:

Tokyo Game Show organizer CESA has announced its best of show winners, under the "Future Division" banner, awarded to unreleased titles.

Twelve titles have made the cut -- voted on by attendees -- and they cover all consoles except for the PlayStation 2.

Without further ado, this year's winners are:

I wonder if it's a coincidence that all winning publishers also happened to have the biggest booths at the show.

Really, we're comparing Level 5's best to Square Enix's worst.  Given Level 5's notoriety these days in Japan after Dragon Quest VIII, Prof. Layton, etc., it was expected.
