That's a possibility, but the theory is that they could just fly there super fast, saving the day in a matter of seconds, like they did 3 other times. Their argument that they don't meddle in human affairs is a lie that's not explained. Tolkein should have had some eagles at Rivendell (or anywhere really) explain that they refuse to touch the ring for some other reason.
