As in if your theory is correct, it wouldn't be racist. It would be a racial or ethnic decision, but not necessarily racist.
I do not believe your or Random's theory. I think most black people voted for Obama because he holds democratic values that empower minorities and he seemed to be the better leader.
I would cite regulation, but I know you will simply ignore it.
