I dont see Gears series ever having the multiplayer carnige found in Halo.
Guns are not as cool or imaginitive (the needler for the win), level design keeps it simple since there is no jumping, vehicles are non existant...no grenades that fly 300 kilometers before they blow up...etc
However Halo 3 has some serious issues with storytelling and campaign just doesn't have the urgency found in other games. Halo 1 was the shit though in 2001...best FPS game that gen in my opinion.
