At the time of release: Golden Eye.
Perfect Dark was great, but Golden Eye was a movie game done well with great controls, great modes, and characters you cared about. I got to be Bond and it didn't suck.
Currently: CoD4 or Team Fortress... hmm... CoD4.
I would cite regulation, but I know you will simply ignore it.
