There are different ways for AI to work -- some times it's done with finite state automata, sometimes it's done with searches, etc. The fact is that the 360's 3 cores are far more capable for most AI algorithms than the Cell's single core + SPEs. That's just how it is.

Ubisoft developers are not lying. It makes sense. Look at how AI works and what the Cell offers vs what the 360's cores offer. Additional general purpose cores can help a ton for AI.

And as far as EA is concerned: They're rendering PS3 Madden at 30fps when the 360's is rendered at 60fps.  The 360's additional CPU cores make this possible.
