Your mistake is that you count out of all people.
Somewhere around 25% aren't even old enough to vote. And as it is in the winter, a lot of old people might not bother voting, in Norway, that equals almost 10% of the population (people not voting due to problems getting there).
So in all, roughly 1/3 people should be unable to vote due to other reasons than that they don't want to. This means that around 200 million people can vote, and if your 125M number is true, then that means that 62.5% vote. I think I recall that in western Europe that number is at around 70%, but that doesn't account for people who cannot get there, so I think it's pretty close (with western Europe a bit higher than Americas).
