New World Order is not capitalized. It's new world order. It refers to the way in which the major powers of the world interact with one another. New World Order (capitalized) was a group of wrestlers in the WCW, formerly a Turner company (Ted Turner is probably a member of the Bohemian Grove).

Yes, the G7, the WTO, the UN, the IMF, and the various pacts between sovereign nations can be considered international governance.
