You must use The Force and ask yourself...which one?

360 - is 200$ and has many games,online is a no for you so there you go.

ps3 - is 400$ and has fewer games,free online that you don`t care of.

Now let`s focus on games...
360 has Halo 3,Halo 3 Recon,PGR4,Forza 2 and soon 3,Ninja Gaiden 2,Ninja Blade,Fable 2,Gears of War 2,Halo Wars,Alan Wake,Banjo 3 and Viva Piniata 1 and 2 and we will see more games soon.

ps3 has Uncharted,Heavenly Sword,Resistance 1 and 2,Killzone 2,Motorstorm 1 and 2,God of War 3,LBP and more games soon.

You saw the price,the games,so choose...which one will it be?
If you buy a 360 with a hdd,please remember that you can play Ninja Gaiden Black and Conker Live and Reloaded (great games) and are really cheap.And if you don`t want to waste money,get an arcade and upgrade your 360 with the new program (20$ a 20gb hdd and 3 months of Live) like we all did.
