I don't see how me living in Canada has to do with anything other than I can't vote (unless I get a citizenship).

I actually get what he is saying.  He's not attacking anything, because if he was, he would be attacking people that work which would just be stupid.  He's saying take time off of these things to vote.

He's just messing with you. He understands, and is being sarcastic about it. While he's at it he's also making a joke about stupid americans (or is that republicans?). :)
