Not sure about Europe, but I think it will at least hit NA by March, and probably the EU shortly thereafter.

Dark Cloud didn't take too long to be localized, and Dark Cloud 2 only took three months. 

Rogue Galaxy took a year, but that's because Hino decided to rework the game between it's Japanese release and it's relese in other territories.  The NA/EU version  of the game is actually equivalent to the Japanese Director's Cut, which was released in Japan long after the original.

Dragon Quest VIII also took awhile, but that was just Square being Square.  Prof. Layton took awhile as well, but that's because it was up to Nintendo publish the game in other territories.  Level 5 published the game in Japan.

Sony will probably localize this game very quickly, much like Dark Cloud I/II.  Especially because they desperately need JRPGs at the moment.
