Yes you can make the shortcut without a boost, you can almost just drop down onto it with hardly any speed... the thing that makes it difficult is you have to be almost 90 degrees to the direction of the track, which as you have just come round a 180 degree hairpin means you have to slow down quite a bit to take it easily.
