QUALITY over QUANTITY.
Do you know why people didn't buy as many N64s and Gamecubes and Dreamcasts and Saturns and Gamegears and Jaguars and whatevers as PS1s and PS2s???
Because they had the smallest section in the store. The Best Buy / Circuit City / EB Games / Babbages's (At the Time) / Software Etc. / Toys R Us , take your pick. They put all of the other guys... in the back, because they only ahd a small wall of "quality" games.
The front aisle? The Big aisle??? Playstations and Gameboy.
That addage is BS. Quality over Quantity can't be substituted for a person that wants a new game and $50 is burning a hole in his pocket. So what if the game is crap... It's another game someone will buy. EVen if its sales are bad, some publisher is making some money. If they do not make a profit, they will have to improve their games, or they will go away, but in either case, a sale is a sale is a sale.
You look at it from the viewpoint that the game is rubbish to you.
But 10,000 other people might like it. And that is more hardware and software sales. This is something Nintendo just figured out. Only took them 10 years for a home system.
