Exactly. There are complaints, which I have with almost every game - even games I really enjoyed like Mass Effect so "perfection" is not necessary for me to enjoy something - but there's a big difference between "complaints" and "design choices that destroy any kind of cohesive experience", which Oblivion was chock full of.
