No, the new account didn't jack it up to that level at all. There were serious accounts prior to that. As I stated before.
Also, since it was at 11.5k, it's been driven up to 16.1k. And the same "new account" is at first, which makes me believe that they entered something stupid like 99.9k as their highest bid. Doesn't matter, unless they pay immediately, the other guy that bid 11.4k will probably end up getting it.
