Well thanks to including texture compression, and especially the loading times on the PSP slim (the real reason FMVs were done in RE4 on the PS2), the PSP could easily handle an RE game in the style of RE4, even if it would have to be made for a portable experience.
A flashy-first game is awesome when it comes out. A great-first game is awesome forever.
