If I ran a site like that, I'd have a flag on each user account that would track a history of rating games before release. If they did it 3 or more times, then their ratings would silently mean nothing -- that is, they could still rate games and think that their ratings counted, but they wouldn't.
That's not a bad way to deal with spammers.
