I would advocate both positions. Eliminate or, at the very least, reform unnecessary bureaucracy (Dept. of Education, HUD, and the DHS), cease our history of interventionist wars (Iraq), and cease our failed attempt at amassing an empire. That would save us billions...of course, only one candidate takes our debt seriously enough to actually cut spending.
