As long as cheating through mod/saves games allow you to get easy achievements Microsoft will never be able to give any reward with a monetary value...
Because they can always delete achievements of cheaters afterwards but they aren't gonna get back the reward they gave for those....( remember a few months ago when they deleted a bunch of cheater's gamercards, some of them had over 80k achievements ( and some got them back on another account within a week...)).
PS3-Xbox360 gap : 1.5 millions and going up in PS3 favor !
PS3-Wii gap : 20 millions and going down !
