That would be a silly reason. Have you ever played Alone in the Dark (the new lame one)? Pratically all New York city is in rumbles... I know Nintendo isn't Atari, but that would be stupid.

Also, maybe Namco is hesitant to bring Fragile here to North America because seeing how Soul Calibur Legends didn't sell very well here (and it wasn't really considered a casual game), they might not see the point of investing money for just a few more thousand copies sold. Soul Calibur isn't exactly a new IP either, so maybe the game just didn't appeal to the audience of Wii owners (or maybe the game just sucks, who knows)? Honestly, I'd buy it, but if the current appeal is to games like Carnival Games, Wii Play, etc., I would find it a bit hard to make a decision in their place.

 

But Disaster features terrorists, which are stuck in the American psyche.

Meanwhile, SC Legends was just a bad game -- that could be why it didn't sell. Using that as a reason not to localize a better game is somewhat short sighted -- but probable given the way some of these companies seem to operate with respect to the Wii.
