At any rate, it'll be very fortunate to hit 3m. But it should be close. I expect over 2m first week will be easy in short order.
The advantage Gears has is that it was/is more popular than Halo outside of the USA in terms of ratio of owners - Halo has and ways always an American-centric game. Whereas JP and EU prefer TPS-driven games, which Gears is.
