Stop grasping at straws just because your theory was blown to bits. If you wouldn't place the Dreamcast in that generation, where would you place it? With the N64, Saturn and PSX? Don't be ridiculous.
The Dreamcast was discontinued for financial reasons, so it's irrelevant to the argument at hand.
