Too Human was offically label as an action-RPG so therefore, it is an RPG.
RPGs often take the longest to make and that's not suprise as they are among the most complex genres is gaming. It also depends of the graphical quality of the game the developer is aiming for. If they only want Disgaea level graphics, 1 year would be enough. However, if you want to make an RPG that pushes the system's power, then that could take 3 years or so.
