They barred inspectors and resumed certain aspects of the program because we did not remove them from the list when we said we would. We did not remove them list when scheduled because they were reluctant to let the inspectors investigate an alleged uranium program and evidence pertaining to nuclear proliferation. They acquiesced to letting the inspectors investigate the alleged uranium program and US officials to investigate proliferation evidence, and then we removed them from list. It was a compromise, and both parties received what they were asking for.
