They are not bending over backwards. North Korea agreed to the verification processes that we requested. This includes the uranium program which was a major obstacle in the process. We cannot expect them to meet all of our demands without some benefits.

That was a guise.  The NKs started to put their plants back into operation after we left and they demanded that they be delisted from the S.S.T. list.  We gave them what they wanted.  It is bargaining diplomacy at its worst.
