If they would have put hddvd in 360, 360 would have launched a year later and for $150 more. Think it could have stood up to PS3 then?
HD DVD drives were half the speed of Sony's Blu-Ray drive for the PS3. It would have been slow for loading games without additional R&D. Issues like disc scratching would remain (although less likely than is currently the case due to far fewer disc rotations per second -> higher data density per track) and HD DVD was to loose the movie format war anyway, the bulk of publishers were behind supporting Blu-Ray from the start.
