That's a whacked out translation. I'm pretty sure it originally said "The poor man's Ninja Gaiden", which has to do with the quality of the proudct in comparison, not the price.
Anyways, the game looks decent. Skyscraper fighting is pretty nifty and something I haven't seen since Ninja Gaiden on the Game Gear. The only thing bothering me thus far is the enemies don't seem to have any reaction to hits. They'll continue to rise and won't be affected until your final hit from a combo is completed.
