Well it's got my attention now at least. I was thinking this is going more "serious" cinematic gaming, but it actually looks really campy and crazy. (Which I like.)
And as for why she looks the way she does, my guess is to allow it to stand out from other action titles, by featuring an over-sexed main female character who does NOT fit the generally expected appearance.
Sorta like how Team Fortress 2 looks almost like a Pixar movie in terms of art style, despite being true to mayhem and carnage you'd expect from an online shooter.
A marketing hook if you will.
