Most likely because of sales. PS1 game sales on Japanese PSN accounts probably sell more.
Worth noting: If you sign up for a japanese PSN account there's nothing stopping you from
purchasing and downloading games available exclusively on the Japanese PSN. The only problem is
everything's in japanese, which makes it difficult if you can't read japanese. Fortunately I can, so
I have a Japanese PSN. Also worth noting: If you can't read japanese, sign up for a chinese PSN.
English is a language option for a chinese PSN and you can get much of what you can on a japanese PSN account.
I got Resident Evil 2 (japanese version) from a chinese PSN.
