It adjusts date/time settings and most likely tries to correct them. I've never had a malware infection that's altered them, so I don't know whether it does.

If you remove the source of the popups, the focus of your active window will no longer be stolen every 45 seconds or so.

The Task Manager thing is most likely due to a group policy (which can be edited via gpedit.msc). If it's still disallowed after running ComboFix.exe (and you're brave enough to have run it), try this:
Go to Start -> Run
Type: gpedit.msc <ENTER>
In the Group Policy settings window
Go to User Configuration -> Administrative Templates -> System -> Ctrl+Alt+Delete options -> Remove Task Manager (double click)
Choose Disabled or Not Configured
Click OK
