I believe that the game should be rated on what it ships.
But, I also believe that it should be rated based on what it has not what was spec'd... BioShock had no multi-player and scored well... Fable II should be a great game with or without co-op shipping in the box. If it rates really low because there is no co-op that is bad reviewing... If it rates low because of gameplay done wrong, crappy graphics, etc. then I am good with that.
