A hiring freeze has nothing to do with investments. My company is in a hiring freeze right now. They are doing a study to see how best to alter the way we are organized, because we have gotten big and bloated and as un-agile as could possibly be. Hiring freezes for studies like these are so that everything is stabilized. There is no telling for what reason a company starts a hiring freeze.
